Earlier, lightening came within 10km of Melbourne Airport, grounding flights for 15 minutes during this afternoon's wild weather.

All flights were grounded between 2.27pm and 2.45pm.

Incoming flights were able to land, but passengers were not able to disembark.

Some pilots continued flying in the holding pattern instead until conditions improved.

Meanwhile, a person was trapped after a multiple car crash in Bundoora.

The crash closed the Metropolitan Ring Rd Greensborough-bound at Dalton Rd, with traffic being diverted off the Ring Rd to Dalton Rd.

On the trains the Belgrave, Lilydale, Sydenham, Werribee, and Williamstown lines are all facing delays.

The walkway at Blackburn station is completely flooded, city-bound trains will not be stopping at the station.

Commuters can catch inbound trains from Laburnum.

Trains on the Sydenham line are delayed by up to 20 minutes after storm damage at Sunshine station.

Werribee and Williamstown trains are also facing 20 minute delays after storm damage affected signals at Laverton and Werribee stations.

The SES has received 299 calls for help in metro areas since 2pm, with callers reporting flash flooding, minor flooding and fallen trees.

Worst hit by the storms have been Viewbank, getting a pelting of 28mm since 9am.

The SES had to rescue people trapped in a car after they drove through flood water in Viewbank.

Laverton has been hit with 15mm of rain, Melbourne with 6.4mm, Mount Dandenong and Scoresby with 5.8mm - and rising.

Bureau of Meteorology duty forecaster Amanda Peace said once the main line of the storm passes there is a possibility of reprieve.

"But there are still thunderstorms to the north-east of us, and it's possible they could move over us this evening," she said.

The most SES calls are coming from Nunawading, and the northeastern suburbs - from Northcote to Eltham.
